The V. National Public Administration Science Conference was held on 13–14 November 2025 in Balatonfüred, jointly organised by Széchenyi István University, the National Media and Infocommunications Authority of Hungary, and the Central and Eastern European Association for Public Administration.
On the first day, representatives of departments of administrative law — Zsuzsanna Árva, Gábor Buzás, Zsolt Czékmann, Balázs Gerencsér, Norbert Kis, András Lapsánszky, Marianna Nagy, Ádám Rixer, Eszter Rózsás, and Judit Siket — presented the work of their teaching and research colleagues at their respective universities, including current projects as well as the successes achieved and challenges encountered.
Naturally, ample opportunity was provided for discussion, comments, questions, and thought-provoking exchanges of ideas, including reflections on the future challenges of the legal profession and the emergence and increasing role of artificial intelligence. The day concluded with a presentation of the Association’s annual activities, followed by its 2025 General Assembly.
The second day focused on specialised legal and professional issues. András Patyi delivered a lecture on the concept of good administration, also referring to the scholarly work of István Egyed. Zsuzsanna Árva discussed the special treatment of financial sanctions in the context of the ne bis in idem principle. Péter Bálint Király analysed the decision-making practices of large online platforms in relation to the right to a fair procedure. Dániel Iván presented decision-making within the framework of the Single European Sky. The series of professional presentations concluded with János Kálmán, who outlined the administrative-law lessons of the so-called regulatory sandbox model.
Following the opportunity for questions and comments, the event was closed by András Lapsánszky with a set of concluding remarks, highlighting the importance of dialogue and cooperation between departments — cooperation which, based on this year’s conference and those of previous years, has proven to be both effective and highly valuable.
