On 10-11 November 2022, the II. National Public Administration Science Conference (hereinafter: II OKTT) took place in Sárvár. The aim of the event was, on the one hand, to present the teaching challenges, curriculum development efforts, key research topics, academic achievements, plans, and current professional issues of the Hungarian public administration law departments, and, on the other hand, to explore and present the theoretical foundations, current issues and most important professional dilemmas of public contracts and public services.

András Lapsánszky opened the 2nd OKTT and expressed his pleasure that we were meeting for the second time in this round and hoped to continue this tradition. In line with the above objectives, on the first day of the conference, Zsuzsanna Árva, Balázs Szabó, Ádám Rixer, Adrián Fábián, István Hoffman, András Patyi and András Lapsánszky presented the work of their departments over the past year, their research, the scientific progress of their colleagues and their plans for the future. This was followed by scientific presentations. First, István Hoffman gave a lecture on science metrics, the advantages and disadvantages of lists comparing different scientific journals, and the list of journals of the Committee for Political Science and Law of the Hungarian Academy of Sciences for 2022 and its experiences. Afterwards, Gábor Papp spoke about how, in addition to teaching the legislative material, the development of skills and the transfer of knowledge can contribute to the future success of students in public administration careers.  Finally, the day was closed with a presentation by Gábor Hulkó on the directions and opportunities for the international development of the Central and Eastern European Association for Public Administration.

The second day of the conference was opened by András Varga Zs., who gave an insight into the work, research activities and teaching experiences of the department he heads. Afterwards, Ákos Tussay spoke about the indexing perspectives of Hungarian public administration journals, describing the basic concepts and the classification criteria of the most important international indexing lists. The next speaker was András Lapsánszky, who presented the basic issues and dilemmas of the organisation of public services, reflecting on the current economic situation and energy supply problems. Then Ádám Auer spoke on the legal classification of public contracts. We then returned to the topic of public services, this time through a presentation by István Hoffman, who discussed public service contracts and their regulatory and practical challenges.

After the coffee break, Evelin Ritó and Gergely Cseh-Zelina talked about smart settlements, presenting their potential applications and challenges in the field of public services provided by local governments. Then Virág Balogh spoke about universal communications as a public economic service, showing why the regulation and organisation of communications is so important for the state and the public. Eszter Czibrik concluded the day by presenting the experience of public contracts so far and what the future may bring for this legal institution.
