The III. National Public Administration Science Conference was held in Sárvár on 16-17 November 2023 (hereinafter: III OKTT), jointly organised by the Széchenyi István University and the Central and Eastern European Association for Public Administration. The aim of the event was, on the one hand, to present the research topics, academic achievements and future plans of the Hungarian universities' public administration law departments, which have been the main topics of research in the past year, and on the other hand, to explore and present the challenges, theoretical foundations, current issues and most important professional questions of the organisation of public administration.
András Lapsánszky opened the III. OKTT and was pleased to note that this is the third time that the meeting has been held, which can be considered a tradition. Following the opening, the previous year's activities of each department were presented by András Torma, András Tóth, Nóra Balogh-Békesi, Zsuzsanna Patyi, Zsuzsanna Árva, Eszter Rózsás and András Bencsik. After the departmental reports, Zoltán Balla gave a presentation on the challenges of law enforcement education. At the end of the day, the General Assembly of the Central and Eastern European Association for Public Administration took place, during which Gábor Hulkó presented the activities of the previous year.
The second day of the III. OKTT was opened by János Kálmán, who dealt with the issue of early legal protection in the context of the supervision of the legality of local governments. Afterwards, Virág Balogh gave a presentation entitled "Effects and Counter-effects - the relationship between the EU institutions and Hungarian public administration" . The next speaker was Zsuzsanna Árva, who analysed the situation of university autonomy in Hungary in the light of the EUA (European University Association) analyses, followed by Adrián Fábián, who spoke about the Europeanisation of administrative procedural law. András Varga Zs. presented the previous year's activities of his department and spoke about the challenges of university education.
In the continuation, Krisztina Rozsnyai gave a presentation on the history of the Association of German Professors of Public Law. Returning to the domestic waters, Rita Gyurita spoke about the admissibility of the request for review, followed by András Torma on the theoretical background, challenges and current issues of the Hungarian public administration in the 21st century. Finally, András Lapsánszky presented the theoretical dilemmas of the organisation of public administration and concluded by expressing his pleasure that we had gathered again in Sárvár, as is now traditional, and that we had been able to participate in a fruitful and high-quality meeting, while having a good time.
