On 20-21 April 2023, the II. National Professional Days of Public Administration took place in Visegrád. The event was organised by the National Media and Infocommunications Authority (NMHH), the Central and Eastern European Association for Public Administration (CEEPA) and the Foundation For The Developement Of Democratic Local Public Administration. The aim of the organisers was to inform the public about the rules of the EU regulations on digital services and digital markets, which bring major changes in the functioning and regulation of the telecommunications and media markets and online platforms. The new rules pose serious challenges to national law enforcement and legislative bodies and authorities. The conference provided participants with an insight into all aspects of the regulations, with the help of renowned academics and researchers from universities and research institutes in Hungary and abroad, giving them a comprehensive overview of the issues raised and the potential problems to be addressed.

On the first day of the conference, the morning session featured presentations in English. Following Gábor Hulkó's opening speech, the President of the NMHH, András Koltay, gave a presentation on the role of social media platforms in the context of protecting freedom of expression. Annegret Engel then presented her research on the fundamental legal aspects of DSA/DMA regulations. Gerard Pogorel spoke about the impact of the DSA/DMA Regulations on innovation and big-tech companies. Teresa Rodriguez de Las Heras Ballel gave a presentation on how the new regulation solves (or fails to solve) the liability issues of social media platforms. Marcin Rojszczak spoke on the problem of preventive blocking of illegal content, and Sebastian Zieliński on the impact of the DSA/DMA regulations on criminal proceedings. To conclude the foreign session, Sanja Gongeta spoke about the impact and challenges of the digital revolution on legislation.

In the afternoon session of the first day, the participants had the opportunity to deepen their knowledge of the new EU rules through presentations in Hungarian. The Hungarian session was opened by András Lapsánszky with his presentation on the problems and possibilities of the harmonisation of DSA in administrative procedural law. This was followed by a presentation by András Tóth on the relationship between the DMA and competition law. Endre Győző Szabó gave a presentation on the data protection aspects of the DMA  István Balázs presented the organisational and procedural aspects of the application of the DSA and the DMA in Hungary, followed by Katalin Gombos, who gave a presentation on the challenges of the application of EU regulations. Anikó Grad-Gyenge spoke on the liability aspects of the new EU rules, in particular in relation to content-sharing platform providers.

The second day of the conference continued with presentations in Hungarian. The first three presentations covered the consumer protection aspects of the new EU rules. Klára Gellén presented the provisions of the DSA/DMA Regulations affecting consumers, László Vértesy discussed the impact of the DSA/DMA Regulations on consumer protection procedures, and Balázs Hohmann examined the Regulations in the light of conciliation procedures. István Hoffman then spoke about the impact of the DMA and the DSA on the provision of public services by Hungarian local authorities. Márton Bak and Péter Bordás discussed the relationship between the EU and state regulatory roles in digital markets, and János Tamás Papp presented the impact of the DSA regulation on democratic publicity, with a special focus on the regulation of recommendation systems and filter bubbles. This was followed by a presentation by Liza Bukor, who looked at EU rules from the perspective of freedom of expression. The next speaker was Réka Pusztahelyi, who spoke about possible ways of tackling "dark patterns" of commercial use of personal data. Afterwards, Kitti Mezei guided the participants into the field of criminal law and spoke about the criminal challenges faced by online platform providers. Last but not least, István Ambrus gave a presentation on criminal law action against misleading advertising, online fraud and disinformation.
