Changes in state and administrative tasks and functions

 

The global social challenges of recent years (COVID, Green Deal, Ukrainian war situation, environmental protection, global warming, energy crisis, inflationary effects, rising government debt, high levels of indebtedness of society, etc.) have presented significant tasks for the states and administrations of European countries. These challenges have affected the administrations of states in a complex and comprehensive way, sector by sector, while often examining the functioning of the administration, individual measures, and their theoretical approaches from a narrow perspective, even though the triggering causes and effects of these phenomena exert their effects in a complex, interrelated, and interdependent manner. Therefore, the responses to these challenges would also be desirable to appear in a complex, coherent system.

 

The current geopolitical situation puts Europe under a particular challenge, primarily in terms of energy but in many other respects, affecting practically every sector of the national economy and the state and administrative operation sector. At the same time, it often seems European, and member state policies are often lagging, reactive, and ex post facto. Several models of civilization can be identified globally, but the question remains as to what global strategy and ideas Europe, specifically the EU, has regarding its place in the world remain. The uniqueness of the European situation also stems from its complex social structure, with, for example, the population of Western European and former socialist countries showing different approaches to many social issues. Therefore, the approach and stance of the former socialist countries are essential from a socio-scientific and legal perspective, which in many cases is fundamentally different from that of Western European countries.

 

This conceptual research framework aims to examine the tasks and functions of the state and administration in the context of the interconnected social, environmental, and economic impacts, to make recommendations and suggestions for the proper fulfillment of individual tasks and functions and contribute to the development of a regional "civilization model" or strategy that will sustainably support state and administrative operations in our region in the long term, with an Eastern and Central European approach, with particular regard to the attitude of the former socialist countries. In addition to the theoretical foundations of this conceptual framework, the Association would like to support the creation of research forums and research groups where the perspectives, scientific opinions, and findings of our region can be represented, with the participation of foreign and domestic academic experts.
